The Penguins signed left-handed defenseman Alex Alexeyev to a one-year contract worth the league-minimum $775,000.
Alexeyev, 25, was the Capitals' 2018 first-round pick and was scheduled to be a restricted free agent this summer, but didn't receive a qualifying offer and hit unrestricted free agency. He has spent the majority of his career so far in the AHL, playing 145 games with Hershey and 80 in the NHL with Washington.
Alexeyev, who is 6 foot 4 and 230 pounds, was a healthy scratch for much of this past season. He played in just eight regular-season games, going scoreless and recording a plus-2 rating. After sitting out for so long, he played a three-game conditioning stint in the AHL in March, recording two assists and a plus-5 rating. A spot in the NHL lineup opened up in the lineup due to injury in the playoffs, he played in 10 games, going scoreless and recording a minus-2 rating.
Capitals general manager Chris Patrick said in his season-ending media availability that Alexeyev is "a young guy that didn’t get to play a bunch of games this year. It’s important for him to get an opportunity at the NHL level, if that’s with us or if that’s with somebody else. So we’re going to be as helpful as we can to him to get him the best opportunity to play in the NHL next year.”
Alexeyev was pepper-sprayed and arrested in Clarendon, Va. in May and charged with public intoxication after getting into a physical altercation outside of a pizzeria. He was fined $91, with the possibility of having the charges dismissed for good behavior if he has no new arrests by October.
